love it. i could see the gerbil tubes being relatively helpful to Spider-Man, but it's true they don't help at all with going between the two city centers. Superman certainly seems to fit the best personality-wise. though in my opinion the place could use a little Batman (i grew up in the Twin Cities Metro Area and might've enjoyed having a little more dark drama around). i also think that the X-Men might do really well there, because it would be a friendly base (hell, given the progressiveness of the school systems they might even be able to make a mutant magnet school) from which to battle anti-mutant sentiment in the rest of the Midwest.
