What is the meaning of the Designated Hitter rule?

Beit Hillel says, it allows the pitcher to focus solely on pitching.

Beit Shammai says, it is cheating to not make the pitcher also hit.

The American league follows the teachings of Beit Hillel; the National League follows Beit Shammai. Not until the Mashiach comes will the dispute be resolved.
