I'm not sure what's confusing.

There was a report.
A kindergartner put said report in a closet.
Someone's parents want a review of that report.

I can't think of any other interpretation that sentence allows.

Having glanced at the article, I think the headline should have read "Parents want to review report of kindergartner put in closet".
